The site was first conceptualized and published by Rachel Gordon and Lindsay Chase-Lansdale. Emma Adam, Yvonne Choong, and Margo Coleman collaborated with them when the site was first moved from paper to the web in 1997. The site launched in 2001 was programmed by Martha H. Weller (CM & MH Weller Consultants) and designed by  Estelle Carol and Bob Simpson of Electronic Illustration and Design.

When the site became affiliated with the University-Based Child and Family Policy Consortium in 2009, Rachel Gordon and Jenni Owen led the revision effort, with input from numerous consortium members and support from staff at their respective institutions (the Institute of Government and Public Affairs at the University of Illinois and Center for Child and Family Policy at Duke University).
